The contribution

Hebb proposed that repeated coordinated activity could strengthen connections between neurons, allowing groups of cells to act together as assemblies. The theory connected lasting changes in connections with perception, learning, and memory. It supplied a biological hypothesis that later neural models could formalize as rules for storing associations.

What this does not establish

This is a theory of neural organization, not a tested general-purpose AI architecture. The familiar slogan about neurons firing together compresses a more specific proposal.
